The Romanian clinched a narrow 7-6 7-6 victory over the Brit to tee up a clash with Dayana Yastremska.
The Ukrainian took down seventh seed Ann Li with a hard-fought 7-5 4-6 6-3 success.
This will be their fourth meeting and Ruse has won all three of their previous showdowns, including a 6-4 7-5 win at the Australian Open back in January.
Yastremska's only set came in their solitary tussle on clay in 2021 and she may well do so again here, but it feels like Ruse has the psychological edge and a game-plan that works.
