The American world number 42 edged to a 7-5 6-7 7-5 success to earn a showdown with Lin Zhu.
The Chinese world number 309 is on the comeback trail after a period on the sidelines last year and was in impressive form as she crushed Aliaksandra Sasnovich 6-4 6-1.
They have met once before with Kessler triumphing 3-6 6-4 7-5 in Charleston last year.
Zhu has the greater experience in terms of overall matches on grass and in reaching latter stages of tournaments on the turf, such as the semi-finals in Birmingham two years ago.
