The Brit overcame a second-set blip to defeat Czech hopeful Lucie Havlickova by a 6-4 3-6 6-1 scoreline.
The world number 120 will now take on Viktorija Golubic for a fourth time after the fifth seed cruised to a 6-4 6-0 win over Sinja Kraus.
Golubic leads the head-to-head 2-1, winning both encounters on a hardcourt, including a 7-6 1-6 6-4 success in the quarter-final in Cleveland last year.
It could well be a similar story here with Boulter still searching for consistency on serve and with that game-reliant plus-one forehand.
Golubic looked steady and consistent in her opener and the Swiss may well frustrate the Brit again here.
