The Chilean looked sharper than the Aussie throughout as he clinched a 6-4 6-3 triumph.
Tabilo now faces second seed Luciano Darderi, who switches from his favoured clay having just won a Challenger event in Genoa.
This will be their third tour-level meeting with one win apiece.
Darderi came up trumps on the hardcourts of Cincinnati last year and he looks stronger at present, while Tabilo still needs to convince that he is returning to anywhere near his best form.
